Dole VA Medical Center Background The Robert J. Dole VA Medical Center located in Wichita, KS is seeking to acquire and install Guldmann GH3+ (Brand Name Only) overhead lift systems, as outlined in the Scope of Work and Salient Characteristics sections. These lift systems will be installed in conjunction with a two-phase construction project in the Community Living Center (CLC), including an addition (Phase 1) and a renovation (Phase 2). All work must be conducted in accordance with Contract 36C25521C0012 and coordinated with the project’s Construction General Contractor. If changes occur with the construction contract, this contract may subsequently change. Scope of Work – All Items mentioned herein are Brand Name Only All patient rooms with attached bathrooms and bathing rooms will be equipped with overhead ceiling tracks and motorized hoists, as outlined in Table 1. Due to the structure of the building, some locations require wall-mounted supports, instead of ceiling-mounted, also detailed in Table 1. The facility will reuse 30 770 lb GH3 Guldmann lift motors. All other lift motors will need to be purchased. Salient Characteristics Patient lifts in general patient rooms with bathrooms must support 770 lbs (weight capacity does not include the 1.5 weight-testing safety factor). Patient lifts in bariatric patient rooms and bathrooms and bathing rooms must support 825 lbs (weight capacity does not include the 1.5 weight-testing safety factor). Ceiling lifts must not be combined with rails or hardware from different manufacturers and must be consistent with the products already in the facility. Lift motors must- support 1.5 times the capacity (ex. 770 lb x 1.5 = 1155 lb) be capable of picking patients up off the floor. include a trolley assembly with load cell, charger, and cover. Be capable of using a hanger bar and able to use the full range of basic slings. not beep or flash during normal operation. include a hand control for each lift. Each hand control must- include a display to fully operate all functions from the digital control pad. include the following operating modes: control, weighing, and data collection. be capable of attaching to the lift motor or carry bar via clip or hook. be removable from the track without needing to remove end stops and caps. be fully compatible with the Continuous In-Rail Charging systems and able to utilize this charging setup anywhere along the rail. be Ground-Fault Circuit Interrupter (GFCI) protected have motorized vertical motion include safeguards to prevent patients from being trapped or hurt via an emergency stop button, pull cord, or strap. have an emergency lowering mechanism in case of power failure. Use of emergency lowering devices must not require tools or ladders. Track systems must- support 1.5 times the capacity (ex. For rooms with the 770 lift, tracks must support 770 lb x 1.5 = 1155 lb) provide continuous charging to lift motors throughout the entirety of the rail. be compatible with GH3/GH3+ lift motors Each ceiling lift motor must be installed with necessary trolley assembly with integrated scale and charger, and hanger bar. Initial set up must include one basic sling per lift that is compatible with carry bar and lift type installed. Contractor must provide at least a one-year manufacturer’s warranty on all parts and labor. Maintenance and inspection (to include preventive maintenance in accordance with original equipment manufacturer and unplanned, corrective maintenance) shall be included in manufacturer’s warranty. Warranty shall include all travel or shipping associated with any warranty repair. Contractor to provide a loaner upon request to supplement the warrantied lift during its downtime and repair at zero extra expense to the government. The contractor shall handle all work associated with the warranty. Contractor shall provide electronic copies of the user manuals and repair manuals for each model of lift installed under this order or contract at no additional cost to the government. General Requirements: Contractor shall provide all qualified personnel, materials, equipment and services necessary to install ceiling lift motors and rail systems for the rooms described in this SOW. Installers must be authorized by the lift motor Original Equipment Manufacturer (OEM) to work on Guldmann lift systems (the track and motors). The contractor must provide the COR with documentation from Guldmann stating each installer is authorized to work on Guldmann’s lift system. Contractor must notify the COR when the GH3+ lift units and the track system are delivered/arrive onsite for the installation. Delivery and installation shall be coordinated with both the COR/designee and the Construction General Contractor. Contractor must coordinate and schedule installation with the Construction General Contractor to align with building construction (Contract 36C25521C0012). Contractor must inform the COR/designee within 2 business days once this work is scheduled. Contractor shall provide installation and testing of all equipment for ceiling lifts and track systems, according to AL14-07. Contractor shall fill out applicable sections in AL14-07 “Installation or Relocation Checklist for Ceiling Mounted Patient Lifts” and all sections of AL14-07 Checklist for CM for each new lift motor and/or track system installed. Completed AL14-07 checklist documents shall be given to the COR via email or hardcopy within 5 business days of each completed overhead ceiling lift system installation. Contractor shall also provide evidence of testing of each lift system per AL14-07 to COR via email or hardcopy within 5 business days of each completed overhead ceiling lift system installation. All submitted documents shall include the corresponding location of the lift system in the document name. Upon completion of testing, contractor shall affix a manufacturer testing sticker, provided by contractor, to each track system and a VA-provided Preventive Maintenance sticker to each lift track and to each motor denoting successful inspection testing. Each room where lifts are installed shall be returned to original condition once installation is complete. Contractor is responsible to any damage caused in these rooms. Contractor conduct requirements: The Contractor shall furnish at their own expense all labor, materials, machinery, and appliances necessary or appropriate in the performance of this contract. The Contractor shall provide all supplies, materials, equipment, qualified personnel, supervision, management, and transportation to perform all tasks as identified herein. All work is to be performed in accordance with the guidelines outlined in this contract. The Contractor’s procedures and quality control procedures shall conform to contract and OEM specifications. The Contractor shall be responsible for supplying, completing, and submitting all reports required in this contract. All employees and subcontractors must wear a visible name and company identification when onsite. When more than one person is onsite performing work under this contract, one must be designated as a supervisor and must be fully responsible for the work to be performed. The Contractor’s personnel shall adhere to the Robert J. Dole VA’s Code of Conduct. The Contractor’s personnel shall follow all current COVID-19 protocols in place at the time of installation. Contractor personnel must conduct their work so as not to interfere with the normal functioning of the facility and shall stop work if asked by the Construction General Contractor or authorized VA personnel. The Contractor shall take all precautions necessary to protect the lives and health of the occupants of the building. The Contractor must follow procedures required by the Robert J. Dole VAMC Infection Control and Safety Management personnel. The Contractor shall immediately correct any fire and safety deficiencies caused by their personnel. The Contractor shall comply with applicable codes and standards for the facility. The contractor shall keep abreast of any changes in these regulations and codes applicable to the contract. All material and equipment shall be removed from the facility or stored properly at the end of each work day and secured during the work day in the areas specified by the COR and/or construction personnel. All accumulated garbage and waste are to be collected and disposed of by the Contractor.
